FOCUS ON ENERGY CHANGES - EFFECTIVE JULY 1
July 2010
Dear HVAC and Water Heating Partners, Focus on Energy has seen unprecedented growth in the demand for programs over the last year. While the momentum built in 2009 continues to grow, the Focus budget has remained static. Current spending for incentives is outpacing projections, despite the fact that a larger share of the 2010 budget was allocated to this category than in past years.
As a result, effective July 1, 2010, we are implementing changes to the HVAC and Water Heating Cash-Back Rewards available from Focus on Energy. The incentive changes outlined on the attached summary are not a result of budget cuts but rather part of a continuing Focus effort to match program activity to the available funding. These changes apply to all prescriptive projects after July 1, 2010 per the language on the Focus on Energy incentive forms, and to any unobligated custom projects after July 1, 2010.
Note that if an existing Reward is not addressed on the attached summary, no changes are being made to that Reward. Also, no changes are being made to the Wisconsin Public Service Heating Equipment Bonuses.

FOCUS ON ENERGY SEEARP NOTICE

Thank you for helping to make the State Energy-Efficient Appliance Rebate Program (SEEARP) a huge success! Unfortunately, funds are depleting quickly & Focus on Energy has announced an end date for SEEARP HVAC & Water Heating Rewards. May 15, 2010 - Last day to install qualifying SEEARP HVAC and Water Heating equipment
June 15, 2010 - Last day to postmark SEEARP HVAC and Water Heating applications
Important Notes:
• The dates above are estimates. If activity increases & funds are exhausted before these dates, customers may not receive their SEEARP reward. Funds are available on a first-come, first-served basis. Focus on Energy will notify you immediately via mail & e-mail if the funding is completely depleted before June 15. • Equipment that is back-ordered & cannot be installed by May 15 will not be eligible for the Cash-Back Reward. Applications without serial numbers will not be paid.
Focus on Energy will issue a press release this week to help inform customers of the program's end. Updates will also be available on the website, focusonenergy.com/recovery.
Moving Forward
Focus on Energy Rewards will still be available after SEEARP funds are spent. New program materials will be delivered to you via mail & e-mail in early May. Materials will also be available at focusonenergy.com on May 15.

WISCONSIN'S RENOVATION, REPAIR & PAINTING RULE, DHS 163
April 2010
Beginning April 22, 2010, renovation work will be regulated when performed for compensation in a dwelling or child-occupied facility built before 1978 and it disturbs 6 sq. ft. or more of paint per room, 20 sq. ft. or more of exterior paint, or involves windows.
What Plumbers, HVAC & Fire System Installers and Servicers must know and do by April 22, 2010
When working within the scope of the Commerce certification a Department of Commerce-certified plumber, HVAC or fire sprinkler system installer/servicer working within the scope of his or her Commerce certification is not required to be separately certified by DHS. However, compliance with all other renovation rules is required, including:
• Completing a 1-day Lead-Safe Renovation Initial Course (or only conducting regulated work where a certified Lead-Safe Renovator is in charge who has provided on-the-job instruction on lead-safe work methods to be used)
• Carrying the course completion certificate on every job
• Using appropriate lead-safe work practices and containment
• Keeping required records
• Lead-Safe Renovator Refresher training is required every 4 years
Working outside the scope of Commerce certification
A Commerce-certified plumber, HVAC or fire sprinkler system installer/servicer
who conducts renovation work outside the scope of his or her Commerce
certification (such as an HVAC installer who also paints houses) is required to
comply with the full individual and company certification requirements of the rule.
